Vintage 1900s Edwardian Cotton Petticoat 

Waist band made of light weight cotton 

Skirt gathers at waist and ties in back and has an opening that most likely had either a snap or hook and eye originally to keep closed (see pic)

Ruffled bottom trimmed in pink and blue rickrack

Ruffle sewn on on the outside
